Deondra Rose, "Citizens by Degree," with Mayor Steve Schewel

The Regulator welcomes Duke professor Deondra Rose who will discuss her new book, Citizens By Degree: Higher Education Policy and the Changing Gender Dynamics of American Citizenship, in conversation with Durham Mayor Steve Schewel.  Citizens By Degree examines the development of landmark federal higher education policies—specifically the National Defense Education Act, the Higher Education Act, and Title IX—and the impact that they have had on the progress that American women have made since the 1960s.  By significantly expanding women's access to college, these policies helped to pave the way for women to surpass men as the recipients of bachelor's degrees, while also empowering them to become more economically independent, socially integrated, politically engaged members of the American citizenry. Deondra Rose is an Assistant Professor at the Sanford School of Public Policy with a secondary appointment in the Department of Political Science.  Her research focuses on the feedback effects of landmark social policies on the American political landscape. In addition to U.S. public/social policy, Rose's research and teaching interests include higher education policy, American political development (APD), political behavior, identity politics (e.g., gender, race, and socioeconomic status), and inequality. She is the author of Citizens by Degree: Higher Education Policy and the Changing Gender Dynamics of American Citizenship.

Steve Schewel is the mayor of Durham. He had previously served in City Council. Schewel is a visiting assistant professor at Duke’s Sanford School of Public Policy and founded the alternative weekly newspaper, The Independent, which he later sold. He is also a former Durham Public Schools board of education member and former English instructor at North Carolina Central University. He received a bachelor’s degree and Ph.D. from Duke University.
